When moving from a patrol area (say Hawaian islands) does it take a transit move point to enter the base or is it free like moving to a special ops area?
Possibly foolish question but I need to ask

I'm pretty sure it does require a move point to move into a base that is not a forward base located within the zone. For example, 1 point to move into
Manila from N Phillipine Sea, but 0 points to move into Surabaya from Java Sea. If I'm not mistaken, there is no transit event check if that is the only
move though, as you don't use the zone you start from.
